This is a good observation. However the current level of gearing will not be able to come remotely close to this point. In fact even as gearing improves we may not see this point unless you are near full heroically geared on the final tier of content for Cataclysm.
So for the here and now it's not something that needs to be worried about. When the issue itself comes up I'm sure it will be picked up by the theorycrafters and brought to the forefront on guides.
Sorry to be late to seeing and responding to this, but you are not quite correct in your observation Curly. The tipping point between Dodge & Mastery is absolutely possible in gear from t12 normal raids. Both of my bears are at the tipping point, and incidentally so is Throrr (he has been for some time too). For my better geared bear, the difference in damage taken between a Mastery build and a Dodge build in a theoretical fight is ~0.02%, which is clearly trivial.
so this may have been answered already...but is there a point where reforging for dodge rating becomes less beneficial then say mastery?
Yes, there is. There is a reliance on the interaction of Mastery, Agility and Stamina (yes, Stamina). As a result, it is largely item level driven, though a few secondary stats (namely Mastery, Expertise and to a lesser degree Hit & Crit) have enough of an impact to prevent nailing the item level down too precisely. For most bears, the tipping point seems to be between ilvl365-370.

Oh really. I happened to be parsing my stats through
Tangedyn's mitigation spreadsheet
yesterday, and it still showed Dodge as the highest priority stat. Can you cite your source?

Ah... Robomaul. I consider The Inconspicuous Bear the superior source for bear-related theorycrafting, so I will keep preferring the results from that source.

I was actually suggesting using the formulae, but w/e. I actually don't like the way Robomaul works, as it assumes that MrRobot's off the shelf values are best, which is not the case. Using the formulae you can customize your own sheet to alter stat values to match your own. It is a little closer to a poor man's SimCraft.
I haven't used the sheet you linked, so I will take a look at it. More information only serves to increase understanding.

I did take the opportunity to use the sheet you mentioned and the result for me is that Mastery is a better mitigation stat than Dodge. This supports my assertion that the tipping point is well within reach in the current raid tier, and I suspect that altering your gemming, enchanting and reforging would yield different results for you as well.
Values per Tangedyn's sheet for me:
Dodge: 0.5443
Mastery: 0.5583
Thank you for the resource Throrr, I will spend some time taking apart his calculations to check them against what I have.
