Destro is still viable enough if you aren't in a guild pushing for world firsts. But when one spec is said to be the best by some sites others tend to fall of the radar, even if the difference is only a 10's of dps.
All three specs are viable, play what you like and enjoy.

Rekijan is correct. Destro is still viable. But if your going for min maxing your toon to the fullest, Aff for t11, Aff or Demo for FL. Both have there fights they shine in.

Yes destro can use BoH on 2 targets, but Affy can dot 3. Our Affy locks consisantly pull over 30k on reg shannox by keeping dots and SEx3on all 3 targets. Same with Alysrazor and Ryo.
Affy shines for the non lazy players. You really have to put in the work with it, but if you do it will outshine the other specs by a decent amt.

To address your points. 100% uptime is not mandatory. Things happen. And yes Rageface is burned. But look at it this way. Your dots all do the same, or similiar dmg, and you have to kill the other 2 anyway. So apply you dots to RF (rageface), haunt, SS to RL (riplimb), then hard cast dots on Shannox. You use only haunt on rageface and filler shadowbolts, and any instant shadow bolts on RL or Shannox. Think of your shadowbolts not as dps, but keeping your SE up. You should have enough time to keep dots up on all 3, the haunts will keep SEx3 on RF (or any main target), and your instants and occasional regular shadowbolts will keep at least 1 stack of SE on other 2. Now, when you get really good at this, you can alternate shadowbolts on all 3 and will be able to keep SEx3 on all 3 targets. It's a long ramp up, but well worth it. You barely even use SS too. I inhale and hold them for a while as an emergency back up if one of my targets dots fall off. Sometimes I don't even use exhale.
With Ryo, same thing. You dot both legs and big add. If your on little adds you dot both legs and throw SoC at little adds. And theres no turning him. So no "correct leg", or "change direction quickly". Your dots are even on both, while melee keeps him going.
Like I said, Aff if used to it's max will be considerably better. Destro is more forgiving, and more consistent due to it's ease. But once you master Aff, and learn to exploit all it's little tricks, you will be impressed.
Go sit at the target dummies and try to dot 4 and keep em up. If you want to be "that lock" that everyone goes "Damn so and so is freaking insane", then put in the work.
Work=results. Trust me.

Alot of locks in my guild swear by tidy plates for dot tracking. I'm sure theres more though.
Idk if theres an addon for more focus targets, but if there is I want it. One thing you could do is target macros. Like in BWD for magmaw and atramedes I had them for adds and what not.

Many of the fights in FL really favor a demo lock. It really depends how you fight. If you are an aoe machine, stack mastery, if your gonna stand and shoot haste is nice. But being demo, why would you stand and shoot? I'm not to geared and am rocking 1900 haste, and mastery stacked out the a$$ and I consistently beat the Aff locks.
