Worth pointing out that about 30000 children die of starvation daily, so if one wanted to prevent the most suffering, it would either be in growing crops to donate to the starving or transporting and distributing them or coming up with more efficient ways of preventing starvation and growing nutritious crops.
The only problem is that we're more inclined to respond to individual cases of negligence than widespread, systemic ones. Sam Harris had a fantastic talk on this (one is more likely to donate to charity when shown a picture of a smiling African girl than a picture of a classroom of smiling African children), but I can't find it on youtube.

Oh I see the connection but it probably would have been better if something more recent or close to home had been chosen. It's makes people more likely to empathize with it.

Empathy is not exactly a strong part of Chinese culture.
That's an understatement. To see a 2 year old in a pool of her own blood in the middle of the street, and just walk on by, probably warrants a harsher statement than "empathy isn't strong". If we are to blame the individuals in the street, I am disgusted with them. If we are to put blame on Chinese culture, then I am disgusted with the entire community there then.

ARGH! Has nothing to do with culture and everything to do with human nature! Blame the people who walked on by, same as you would if this accident happened in London, New York, or Mexico City.

But that same thing is seen in all cultures, not just Chinese: lots of bad things happen on the streets of major cities, and people just walk by without stopping to help because, as you said, 'It's not their problem".
As said early in the thread, this is a tragic accident no matter where it happens, but now it's getting blown up due to happening in another country, ignoring that the same thing has happened in major cities before.

I want to help people, but if it means others suffer for it, how can I do it?
Donate to charity, volunteer in a charity shop/soup kitchen/food not bombs court.
Anyway, the actions of eighteen individuals should not dictate one's opinion about 1.3 billion others. Should Gary Ridgway represent US culture?

Also I really couldnt see this happening in any other major city as a lot of people have said. Maby its not the most PC thing to say, but some countries are more &*!@ed up than others. Yea mugging and even murders and rapes happen and people dont do anything, but I dont think a car would repetedly run over a kid knowing shes there, and that many people just walking by and not even making a phone call.
When somone hears a mugging or a killing or something and they do nothing its usualy because their scared, but none of the people who walked by here were in any danger. And while I know this isnt typical, it
is
kind of %^&*ed up how they treat kids in China.
