I'm not certain about this, but as far as I know having a certain expansion installed on your computer doesn't automatically mean every WoW account will also have access to said expansion.
If you want to get your boys their own accounts, I believe you'd need to purchase the expansion packs in order to do WotLK/Cataclysm content on the second account.
If it's possible to bind the second account to the same Battle.net account, and access both simultaneously than nevermind what I said.

If you register the second account with the same info as the original account, then you can do a paid character transfer to the new account. As for the RaF, I was offered a deal on the game plus all xpacs for $60 when I did it a few weeks ago.
And as xed said, taking over an account that doesn't belong to you is against the ToS.

First off, you purchase expansions to upgrade an account, not install them on your computer, since everyone is up to date on expansions at the very moment (even the F2P accounts).
Lol what? If you only buy the battlechest then you do need to buy the expansions...
To OP- Are you using multiple computers? I assume you are, because you say your kids want to play together. If so I would just do RaF. If they know enough to get a character to 40s then then might be best just leveling some new toons together with the 3x bonus.

That's what he said, you need to purchase expansions in order to play the content, the point was the content is there already, you just can't access until you pay for the expansion.

This assumes the name on both Battle.Net accounts is the same. Which is ought to be, because *cough* you will be the owner and only player of both accounts, right? ;)
You don't need to worry about the names, if the family name is the same. (Assuming Blizzard hasn't changed it.)
Had a discussion with a GM, who told me that only the family name matters. But it was a couple of years ago.
