I've been arguing with myself about this since I started playing a warrior, and I figured I'd hit you guys up and see what your opinions are.
There are a lot of very useful prot talents, in all of the tiers. My dilemma is should I go straight for
Shockwave
and then go back and pick up the talents I passed up, or take my time and pick up everything I want along the way?

Well, you can pick up whatever you want as you are leveling, but I'd certainly stop and respec at level 69 when Shockwave becomes available.
But while leveling, you can skip some things. Like Toughness in the first tier, you can skip that if you want. You aren't going to have a lot of armor and stuff doesn't really do a lot of damage anymore, so you don't really need the 10% armor buff. On the other hand, you don't really need Incite either, since you aren't going to be crazy swimming in rage at low levels.
I would skip Hold the Line. You aren't going to have much Parry at low levels, so the talent isn't going to be very good for you. I'd go ahead and pick up Gag Order for the silence and CD reduction on Heroic Throw, which is quite useful when leveling.
You'll want everything in the third tier. You get a cooldown, Concussive blow is good and fun to have, you'll need Bastion for the crit immunity, and definitely want Warbringer.
Yes to Devastate and Imp Revenge, but Impending Victory sucks.
Thunderstruck is good since you'll be cleaving and rending and AoEing a lot while leveling and tanking in dungeons. Skip vigilance, it is completely pointless while leveling. Heavy Repercussions is good. Then of course get Sword and Board and skip Safeguard.

As you can see, you don't really need to "pass up" much while leveling. You can feel totally free to skip Hold the Line, Impending Victory, and Safeguard while leveling.

I admit, I didn't really consider that I wouldn't have that much Parry at my level when I took Hold the Line. I just saw the increased crit & block chance and jumped on it.

I wound up dropping Incite and picking up Tougness, since I only really use Heroic Strike when I'm rage capped.
I decided to go ahead and skip Hold the Line, as Porcell suggested, due to my extremely low Parry. When I respec for Shockwave I'll probably pick it up.

I was basing my information off of Porcell's build that he gave you as he gave you a build for up to level 63. You will have two talent points to spend before you can get Shockwave at level 69. I did not check to see what level you were.
Your options at that point (if you follow Porcell's build) is 2 in Incite, Hold the Line, Impending Victory, Safeguard, or 1 in Vigilance and 1 else where.
I was stating that at levels 65 & 67 that you grab the Hold the Line talent as you will have more parry by then.
Ahhh...now I see. Sorry about the confusion. I guess I could have read into your statement a little better. Thanks for clarifying!
I don't really know what my obsession with Incite was in the past, but now that I don't have it, I don't really miss it. I think it was mostly because I found it amusing that I was tanking and outdpsing the rest of the group at the same time, but that's not hard to do in full heirloom gear lol.

i don't think incite had much to do with that. if you're running 5-mans, HS is probably your least used ability because you'll be cleaving instead. boss fights are so short that incite becomes a mostly useless leveling talent.

At the time of my post I didn't have cleave, but I have noticed a significant boost in my damage output since I started using it.
