First, this is a fan site, not the official Blizzard forums, so the folks who actually develop the game are unlikely to see this suggestion. Consider posting on the forums there if you'd like your suggestion to be seen by people who can implement it.
Second, heirlooms will probably be reinstated - that is to say,
new
heirlooms will be created that go higher than the ones currently in-game. I'd be astonished if the current heirlooms were automatically bumped. It's highly unlikely, however, that they will go all the way to max level, since heirlooms generally stop a few levels short of the max level.

The legs were added in the MoP Beta...but at the moment, they stop at level 85. If we get new ones, they'll probably extend 5 more levels....but really, once you hit the new locations, you should be focused on getting the new gear(after all, the Helm and Cloak Cata heirlooms aren't as good as the Cata Greens and Blues you get from questing).

I'll say it every chance I get...dump heirlooms. Not the XP part..the stats part.
They have ruined BG's and made dungeon runs a bore fest.
First time players not having any access to them are at a complete disadvantage in BG's
and using my own experience of gearing with just dungeon pieces in leveling my priest...they make for poor fighting techniques and force new players to miss out on any real experience that will be much needed at max level.
Just implement a XP enchant that players can put on their gear. A passive, benign way.

I don´t necessarily disagree with you, but I think you are very niave in thinking there would be any positive results if heirloom stats were removed. New players are always going to get crushed by experienced players in BGs...
As far as dungeons.. again, at this point in the life of WOW.. would it really help if experienced players needed to count on new players to really contribute? What would happen? In reality, they would just be getting kicked from groups all the time or screamed at. It is a good thing that 3 players in heirlooms can carry a couple of new players. I think you are just overly optimistic that things would be better for the new players if older players had bad gear. Let them learn little by little from 1-84, then learn a lot at 85. You really want to teach a new player their spec every time you run RFC and struggle through it if they have the wrong gear?

Those new players were the ones we rant and raged at on the forums during Cata's early LFD days. Poorly learned techniques because heirlooms compensate for it. Not just the new..but the old players learning a new toon. A priest players ...taking up tanking the first time and not watching mana or pulling mobs by the dozen...is not all of sudden going to show the right techniques when they hit 85.
Also how do you sell a game to fresh players if you put them at an immediate disadvantage, gear wise. This game isn't about carrying people...it's about having good players.
They killed twinks ..which players create with due diligence and replaced them with deck out heirloom stats players. Now it does become an uneven balance of the have's and have not.
Correct me if I'm wrong...since I'm not up to date on all the facts..but I don't believe you can transfer heirlooms across servers...so players rolling on a new server also suffer.
You really don't need excessive gear to complete runs...you just need smarts.
.that's not naive...that's from experience.

Actually you can if those heirlooms happen to be equipped on a toon you pay to have server transferred.
