I didn't see this posted anywhere on forums so the topic is from:

To me it sounds like it is virtually realm merging for low population realms since even their end-level zones are sparcely populated. I know in wrath at most 10 people would be in Icecrown on my realm. Today when I visit it there are none. In MoP I expect the zones to still be as dead as they were in wrath. So I am thinking this will be like realm merges for some realms.
I also wonder how this will effect world pvp. If say allies on another realm attack xroads, do the horde on another realm see them there and are able to engage in world pvp? Are horde from other realms able to coordinate world pvp together then?
It all sounds interesting to me, being from a low population realm!

I think all realms have low-populations in the zones they plan to implement this in. The idea, as they've said, is for those new players and others who are leveling a new character to have more people to interact with during their leveling processes.

It'll also be for the zones that may be over-populated. Split up one of the larger servers into 2-3 seperate instances so all the resources aren't crowded. Imagine what it was like on those realms at the start of an expac and players wanted to level their toon. Or like on the beta, everyone and their mothers went to create a Pandaren. I never saw so much black and white fur in one place after seeing those first videos and streams.

If they add this sort of thing into live, is it laying the ground work for cross-server heirlooms?

IMHO, no. Cross-realm zones are just like giant instances. When you join a LFD/LFR it takes you to an alternate instance, same as if you were to do a regular dungeon or raid with your guild/friends. That area has no relation to you except for the people in it and what you accomplish there. You also won't be able to trade items, except for conjured goods, with other players.
Sending items across realms is much different than making an instance. It appears to be a hard thing to implement, even more so as it can cause some major glitches in the mail system.
