Although you're not, strictly speaking, "new" it might be worth taking a look through our
"New Players & Levelling"
guide list. I'm sure there'll be some awesome nuggets of info in there for you.

Mind you, this is a very condensed list.
Since you sis play some of Wrath though, its not as big of a change as someone who has been gone since Vanilla or even late BC.
First off, talent trees are quite different. You now choose a spec, and you have to get to the final talent in that specs tree before being able to use talents from other trees. (No more true "hybrid" specs. Just serach here for the "cookie cutter" tree that fits your spec and class.
At lower levels, its quite different. (If you decided to reroll a new toon). With the crazy power from the heirloom items, combined with most dungeons being dumbed down severly, running old content is pretty much like playing a console game on "God Mode". You will see tanks make pulls that would have been an instant wipe back in the day, and hardly lose any HP. Also, not sure if LFD tool was in there when you left, so of not, you now have a way to que for dungeons with players from other realms, so no more spamming trade looking for a group. The drawback is, there is quite a bit less (read none) social interaction anymore in dungeons. The idea is to get in and out as fast as possible, get your goodie bag and bonus XP, and re que.
On a related note, if you do decide to re-roll, and you do not have access to heirloom gear, you probably dont want to choose a tanking role. It is almost "expected" of leveling tanks now to be equipped to run the dungeons at lightning speed, and if you are running with normal gear, you may get some bad mojo from others in your group. DPS is not so bad, because honestly, a good tank, healer, and 1 heirloomed DPS can easily clear any low dungeon, so you can "tag along" (still try to do the best you can with what you have", and not be a drain on the group.
One you get into Cata content, you are going to notice a HUGE increase in stats. Cloth classes are now pushing 150k or more HP, tanks are nearing the 250k mark.
If PvP is your thing, you better be prepared for some headache. Lower level PvP is pretty busted right now. First...back to the heirlooms. If you dont have them, you are toast. You simply cannot overcome the gear difference no matter what your skill is. Also, some classes are just crazy OP, but this can be equalized a little with skill, but its still pretty bad if you go up against a good player with good gear in the right class...they are killers.
I know there is a TON more, but thats all I have time for right now. Maybe others will fill in the blanks. I would also like to extend an invite if you would like to join up with me on Wisperwind US. We have a very good casual guild there, that also offers decent progression when you reach that point. Is been a little tough to get in lately with a lot of our officers spending some time exploring D3. If you would be interested, let me know and I will exchange some info with you. (I dont care to expose my identity on here in public, but I have a pretty good way of doing it privatly)

It's funny, I'm actually in the same position you are in. Just signed up again after a three year hiatus. Unfortunately, my old account is lost forever, so I'm starting over from scratch.
Magician's tips are great, and here are a few other major changes since Wrath that I've noticed:
- In addition to talents being revamped, the class ability system is different now too. There are no more spell ranks to purchase, instead they scale with level. A lot of them got shuffled around too, so many skills are not available at the same levels you're probably used to. Some are gone entirely, some are new.
- If you're interested in checking out low level content again, the changes to the starting zones from vanilla are great. Leveling/questing is much more streamlined, it flows better, and everything you do seems more "relevant". If you're into story, they did a good job of writing newbie quests so you feel like you're part of a bigger whole.
Mobs have been nerfed substantially, it seems like a lot of the tougher "bosses" at the end of questlines are 2-3 levels lower than they were in vanilla. Some mobs that were elite aren't anymore. Pretty much everything is soloable.
- The UI is really improved, lots more options, a couple of features added. Can't think of everything right now, but it's definitely an upgrade.
There's a bunch more stuff, but it's good to be back after so long. Once you get used to everything that's changed, it's a blast again. I kinda think everyone should take a year off at some point, it feels great to come back after such a long absence.
