My Guild Not leveling

Hello,
I've been searching for any additional requirements, but I can't figure out why my guild has not gained any levels. It's a small guild, just a handful of players, but my XP bar says 61257/16580. I should be on level 2 atleast, and on my way to level 3.
Does anyone know of anything that may be helpful?
I tried opening a ticket with Blizzard, and their response was a link to this website, saying to find the answer here. Go figure...

Can you take a picture of the actual bar so we can see what it looks like. That would make it easier to understand what is going on. There may be something you're missing.

Well first, 61.2k is greater than 16.5k (rounded to make the point). So there's either an extra number in the first one, or a missing letter in the second.
It's possible that the guild xp has been capped for the lockout already, depending on how active the players in the guild are.

This seems to indicate you're looking at guild reputation, not the guild xp, since guild xp is not for an individual. Ranks within a guild are entirely separate from guild xp or rep. Guild rep caps each week for an individual character, and can be shown in the rep / xp bar of the UI or accessed in the reputation or guild frames. Guild xp caps over the entire guild each week, and can be accessed in the guild frame.
As Nathanyal said, a screenshot of the issue could help a lot in determining what's going on.

I'll see if I can get a screen shot and post it here. I did double check, I am not missing any numbers. Those seem to be accurate.
It's not individual rep, I know what that is, and I am not close on that. I am referring to the guild XP bar.

Correct. The statement, however, that I was referring to was the one quoted above, which sounded more like they were discussing a personal rank rather than guild rank.

That may be the case, but there was no indication that s/he is the guild master. I've never been a guild master, but I still refer to the guild my toons are in as "my guild."

Either way it seems like something's seriously wrong. Sans the reputation bar as mentioned above, it's probably either:
-Your guild has a bunch of low level characters, which, sadly, contribute little guild experience (and the guild experience amount is 10% of what is actually shown).
-Your guild's leveling is bugged for some reason and doesn't level properly.
-Your guild is already level 1, but the display is bugged (incidentally, you need millions of guild experience to get to level 2 from level 1).

I tried posting a link to an FTP, but I am too new of a user and it will not let me post any links. Is there another way?
I opened another ticket with Blizz, and they closed it the same way. I am trying to report it as a bug, but no luck.
I can't seem to find any additional requirements that would cause my guild not to level. It is only 16,580 XP to level 1 right? I am pushing 77,000 now, still with nothing to show for it.

You could also post it, then report it to ask a mod to allow us to see it.

When I logged in last, I started asking in chat what the requirements are that I may be missing.
It looks to me that that to get from level 1 to 2, you need 16,580 XP. What someone typed is that you actual need 165,800 or even higher than that.
EDIT: By that logic, it would take about 3 weeks to get to level 2 based on the cap. Does that seem right? Did it take anyone else that long?
If that is the case, then there is probably not a bug, just a complete misunderstanding of the requirements (on my end)
While I do appreciate all the feedback and comments, I will keep at it and see what happens when my guild gains more XP closer to what people in chat were suggesting.
I'll post back here when I figure it out, hopefully it's a "user issue" on my part.

Maybe it's actually 16580k? (i.e. 16.58 million exp)....
(Never really considered that one.)

Yeah, that might be it >_< I guess just a handful of players don't even get close to the ~7 million XP per day cap.
