It sounds unreasonable that WoW staff would send you here, to a fansite, for questions regarding billing. I'm not saying you're lying, but jeez the overwhelming number of threads lately with "the GM said to come here" makes me wonder if Blizz stopped training their personnel.
Regarding your question:
Call the Blizzard billing number and speak to someone directly. They can answer your questions and won't give you the brushoff.

Like I said, I didn't think you were lying. I do think it's unreasonable that Blizz Support is pawning people off on Wowhead.
In any event, your question does not refer to
quest information, gameplay hints, and even some basic help on playing your character...the entire Warcraft series of games, RPG reference books, strategy guides, novels, comics (manga and otherwise)...
so I would again suggest that you
call
Blizzard Billing directly to talk to someone. Since I'm not sure what country you're calling from, the list of numbers can be found
here

Gee, I was unaware that Blizzard recognizes WoWhead as being an OFFICIAL fansite. I think any fansite that does not publish leaks is considered "official" in that regard :P
That GM reply seemed terribly copy&paste, but it explains (though not excuses) why so many people are coming here with problems that a) can only be solved by a GM or b) would be just a link to an article in the offical FAQ...

Okay I think I know what probably happened:
Since you cancelled before the payment completely went through (
it was at Pending
) it actually cancelled the whole payment before even charging the first month.
Thus, you should wait for the first month to pay (I'm assuming you want to pay for one month for your friend) and THEN cancel the subscription.
However, since it's too late, try calling Billing and state that you intended to purchase one month in order to give your friend his SoR rewards.

Oh, I see, you were still in the free game time of the resurrection - yes, you have to wait for the paid month to kick in before you can cancel the subscription. As soon as you play a second of paid game time, that month is final.
No need to contact Billing though, simply purchase a month now, it doesn't have to be right in succession to the free week to give your friend the SoR reward. Note however that your friend will get the reward when you are actually charged for the month, which may take a few days, depending on payment method.
