As far as I know, Burning Crusade normal-mode dungeons are "bugged" in that they can't grant reputation beyond Revered, even for the Classic city factions - though I thought the gains would stop at 0/21000.
Easy fix: go into any Classic dungeon, on Kalimdor or Eastern Kingdoms, and kill the first enemy. It should grant you some rep, not much, but at least more than the 1 missing point you need for Exalted :)

Given that you're level 65, I'm assuming you're in Outlands dungeons. These do not work with the tabards, because they award reputation to specific Outlands factions. Once you move to Northrend dungeons, you'll start receiving reputation from the equipped tabard again.

Incorrect; they recently changed it where the city faction tabards now work in the BC dungeons, but as Nath with the EL said, on normal mode they cap out so you'd have to run it on Heroic to get that last point, or go to a Azeroth instance.
