Are you posting to the right region, US or EU?
Have you select a character from your active account, rather than a free-to-play, to post from?
Or, maybe there is a delay between a new subscription and being active on the forums. This I don't know.

There normally is not. If he hasn't got access in a couple of hours I'd contact Blizzard support directly via e-mail.
Assuming your other suggestions didn't solve the OP's problem.
IIRC there is a delay for some features to activate upon upgrading that can take as long as 3 days or so. Not sure if forum posting is one of those features, but it could be.

Hi.
The forums are not in sync with account statuses, and there will be a brief period of time after you pay your game time during which you are unable to post on the forums. This should fix itself within 72 hours.
If it does not fix itself after 72 hours you will need to contact Account and Payment Support; doing so before the 72 hours will not help as they will only tell you to wait until 72 hours is up.
These are the contact details for Blizzard's Accounts and Payments department, but ONLY use this if 72 hours have passed and the forum restriction has still not gone through:
For the EU:

For the US:
http://us.battle.net/support/en/article/contact
But really, there is nothing to worry about, this happens to every single person every single time they update their account's payment for game time.
