DPS Necessary for Raids?

Well, it honestly depends on what raids you're looking to attend. 10k DPS on bosses is the minimum required for regular ICC, back when folks were 80. For DS, ~20k DPS is generally the minimum, but it can vary within groups.
You'll definitely want to gear up before trying to attend an end-game raid. Run dungeons for loot drops, turn in Justice Points and Valor Points for gear upgrades, and make sure you keep running the most advanced dungeons possible (they'll be at the bottom of the dropdown list in your Dungeon Finder, and will automatically be listed if you aren't in a group and haven't changed the Dungeon Finder setting).
I'd actually advise you find a guild first, because those people will be more likely to help you group up than the average PUG. It'll also give you a chance to show that you're a good fit with the folks in that guild, so they'll be more likely to bring you in for raids once you're able.

You can join a guild at any time. If you want to join a raiding guild, they will usually tell you what they want to see.
10k dps in blues and greens is pretty good but not enough for the deathwing stuff. I will assume you know what to do with your justice and valor points. Depending on your gear level, new heroic dungeons and raids will unlock. I'm not sure what the requirements are but when I run the raidfinder, average dps is between 20-35k and top five are 40k and higher. But in my opinion, high dps is useless with bad tanks or weak healers. I see people get kicked for not knowing the fights, (spine of deathwing) way more than low dps.

Something I've noticed running LFR week in week out,is that the better geared people tend to get it done as soon as it resets.So if you are a little low on dps,you might be better of getting in there earlier in the week rather than later so that your lower dps can be more easily absorbed by more people pushing bigger numbers.Just a small observation,hope it helps.

Do keep in mind that, while most "idiots"* will judge you based on Recount DPS or Damage Done, your actual performance is based on how well you adjust, and how well you handle the tactics. And of course, your DPS is
single target
. The fact that you can pull 70k DPS in specific AoE situations means nothing outside of those encounters.
It's just sad that most WoW players are so obsessed with either Gearscore, Itemlevel or DPS to ever give another player a clap on their shoulder for doing
well
, disregarding possible shortcomings. As a healer, I'd much rather have a DPS who severely "underperforms", but has the most interrupts, and highest damage dealt to adds that are important to kill ASAP.
Or, to put it simply - If you ensure no one wipes, you're doing a better job than the guy who has a higher damage done/DPS than you.

Not to be confused with the quality raiders who still do massive dps while avoiding all the rubbish and yelling at you for doing it wrong at the same time. While drinking a coffee and being on facebook and wowhead as well.

Of course not. I love those people :P A bit on the harsher side, but I'm not exactly a saint myself anyway :P
Oh the number of Fire Mages who have yelled at me, for not keeping them alive through fires they didn't move out of... Because it would "ruin their deeps"
A dead DPS is no DPS. If you got defensive cooldowns, use them. Don't rely on everyone else to carry you.

Your DPS will come naturally, as you come to respect what a guild needs and what it's focus is. 10k DPS is extremely low, and you should invest some time into researching what stats you need to be using, what abilities you need to use and when to use your cooldowns.
Also, Frost is not a viable raid spec, if you had any ideas about it. Arcane is very low end (next to gutted Fury Wars) in Dragon Soul, and Fire is dominating.
But like I said, if you respect a guild and it's focus, this is the kind of stuff you will feel obliged to look into. There are plenty of PvE players who can't PvP and there are plenty of PvP players who can't PvE, because they have the wrong mindset.
for example, If you expected all arena matches to end in 5 minutes, you probably wouldn't be a very good arena player and would spend a lot of your time just being frustrated.

A lot of casual guilds, even those that raid, really don't care what spec you choose, as long as you carry your weight. Even if you are doing slightly subpar, as long as you aren't deliberately picking an obviously wrong choice (Enhancement Shaman healers, DPS Holy Paladins, ect.), you'll be fine. Frost
do
have some utility you know, and some of the more casual guilds aren't all that worried about topping charts on World of Logs. Really, some of them don't even
have
a full raid team, and pretty much pick whoever agrees to join the raid.
Read up on priorities or rotations, figure out how to manage your cooldowns, and gem and reforge properly, and you'll be able to do decently as pretty much anything. Not good, but decent enough for any casual raiding guild.
