Because they don't have a crit immune talent. They also don't have the right tanking stats on their gear. If Blizz were to add it in, they could tank but that isn't going to happen.

^ Pretty much that. We also lack the armor even with a shield to mitigate enough between cds. The Unleash Earth is also not a full on taunt; it doesn't generate any form of threat, it merely makes the enemy attack us for 5 seconds and then it goes back to its highest threat target.
If we were to become tanks, we would need a little more passive defense, a way to stack MW5 faster with only one weapon, the basic tank debuffs (10% physical damage reduction and 20% reduced attack speed), and a mastery, something to the tone of "Increases your block chance by X% whenever you cast a spell for 3 seconds and stacks up to 5 times." That would all have to coined into a new spec that would have to have some of its own uniqueness to it because people, including me, would cry if enhancement became a tank-only spec (I doubt they want to deal with another Feral-type of tree when they just got rid of it.)

As far as I know, in MoP the 20% reduced attack speed debuff has been removed for players, with all abilities that used to apply it now granting the "unified" physical damage reduction debuff (
) instead. This does include
Earth Shock
. However, since ES has a 6 sec cooldown, is a single-target spell and competes with the threat-generating Frost Shock, the Shaman's version is much less viable than those of true tanks.

Feel free to fool around with it in the dungeon finder with a guild group though. LFD guild group with a Shaman tank can be done in a number of ways, by simply signing up in DPS/Healer spec, and have the DPS or healer do the opposite. We did this, and it was quite a bit of fun. Have only tried it with a Warlock and Shaman tank so far, but as a Shaman healer, the Shaman tank worked A LOT better. At 85, a Shaman tank has such a ridiculous amount of short CD damage reductions, that the fragility they have outside of the CDs isn't bad enough to be that big of an issue.
And from our very limited "testing", a shield worked far worse than DW. And unless I'm wrong, a Shaman is stuck at 5 % block chance, making Parry the better choice (Despite also having a really low score), making the armor the only thing that makes shields look attractive. But at least in our group, the shield served no other purpose than reduced threat, and damage output. From a healers perspective, I couldn't feel that big of a difference in his damage taken, specifically because MW appeared to make self-healing far easier with 2 weapons.

shammies have from day one screamed "future hybrid tank". i'm surprised they didn't give them a 4th spec option with mop. it would have been fun and interesting.

But not very useful; Shaman tanking died in BC, as the most they could tank was Kara; everything else just ate their faces far too fast.

Shaman can't "tank" in any really productive way other than instances that your group totally out-gears and with everyone willing to put up with the inconveniences and short-comings of a non-tank class.
There are a couple of major problems that are intentional which indicate that Shaman are not a "tank" class.
1) lack of armor (shield doesn't make up for that nearly enough)
2) lack of gear itemization that benefits mitigation and core abilities (agility is not found on 1-h weapons with mitigation).
3) lack of enough abilities/cool-downs to maintain threat and mitigate damage.
4) no Vengeance - that alone is the clearest indicator.
A Shaman can gain threat with rockbiter and has some durability with a few abilities (astral shift) but nowhere near enough to either consistently hold threat or mitigate damage in level-appropriate settings.
The #1 ability to take the place of a tank is the earth elemental, which can keep a group alive when the tank dies near the end of a boss fight in 5-mans, but that's it.
