New interesting post. Apparently Blizzard doesn´t like what had been happening in beta. Players capturing level 25 pets, putting them on the AH, then other players ´starting´ their battle pet careers with level 25 pets.
To be honest, it was simply too easy and fast. Once you have your level 25 pets, you can create a steady stream of lvl 25 pets for others to buy. The market would have been saturated, prices would be low, and soon nobody would bother to raise pet levels except for those first few players. For instance, once I buy my 3 level 25 pets, I could then immediately start selling other level 25 pets that I capture.
Blizzard decisions is a pretty drastic step. One thing it means is that the ONLY pets that you can now sell above level 1 will be vendor pets like the ogrimmar snakes as well as rare drop pets like the Azule whelpling. What is the difference between me selling a level 25 Azule whelpling and a level 25 wild pet? well, it will take me a lot of time to raise that whelping to level 25, whereas it would take me about 15 minutes to capture a level 25 wild pet.
My guess is this gets reverted and they will instead drop all wild pets down to level 1 once they are captured. That way there will still be commerce and money to be made by capturing rare spawn wild pets or ´rare´ pets.

i don't see why selling it shouldn't just reset its lvl back to 1 when traded would make things fair

I think the revenue should simply come from those who level up their pets and go find rare pets in the wild to sell. You can't defeat them without leveling up the pets you have first and once you've got several of those elite pets you can go farm the rare ones to sell. Those rare ones will revert to a Level 1 and need to be leveled up by the buyer but they'll have the pet. :)
