First off, I tried Carbonite for a while some years ago, never got around to like it, it did too many things fundamentally wrong in my opinion, and had too much stuff that was enabled by default but that you'd hardly need, practically pioneering "bloated addons". I know, you're just naming it as an example, but just like I found individual and better addons that provided the functionality of the few things that were useful in Carbonite, I ask you to consider breaking down your ideas of this behemoth into smaller parts.
Many of these features are available through addons already anyway:
Accurate and complete quest information including "Step 1", "Step 2", etc.Are you talking about the steps of a single quest? These rarely are more complex than "kill/gather something, maybe talk to some NPC before or after, then turn in". Also, this would have to be manually written, with a manual check of every quest there is. For questions about how to complete quests in general, there's
LightHeaded as an ingame alternative to alt+tabbing out to the browser.
If you mean the steps of a questline, say the individual quests that form it, I don't think there's an addon in the style of LightHeaded for that, but like the comments, it's just an Alt+Tab away, on Wowhead. Not that this data is very reliable (not Wowhead's fault) for anything that's just slightly non-linear.

TomTom - a custom arrow isn't worth it. For permament markers, I suggest
HandyNotes, which integrates well with TomTom and GatherMate.

it's on Wowhead's to-do list. An addon could then use that data, but only effectively if a character's "true" exploration progress could somehow be read ingame or from the Armory.
