No, they don't.
Horde Death Knights 'belong' to the Ebon Blade, just like the alliance ones. They have a loyalty towards their old racial leader, I'm sure, but they are all still a part of the Ebon Blade.

nobody belongs to anyone, living sentient beings are not possessions.
Every race swears allegiance to their king/queen/leader.
In the case of Death Knights, they are first and foremost loyal to themselves, with Darion being their leader, but otherwise giving them free reign to do what they want.
While gameplay-wise all Dks are members of the alliance or horde, Lore-wise DKs are more like mercenaries, they work along the alliance and horde, but their ultimate allegiance is to themselves. Some few Dks rejoined their faction completely like Thassarian.

Well, there is minor evidence that slavery is practiced in Azeroth. (Although, how supported and/or legal it is is a whole nother matter.)
So in WoW, sentient beings can become possessions. (Including various novelty trinkets and Warlock Pets.)

As the others have said, over all no.
Racially, each Death Knight belongs to the race he came from. So all Forsaken Death Knights 'belong' to Sylvanas, since she's the leader of the race(and still waiting for a quest to bust Koltira out of the Undercity with the Ebon Blade).
