Is the character you're referring to? Seems a bit shady due to her low level of Blacksmithing (1) and the high requirement for a bracer socket (400).
Don't have any clue if it's a bug or hack. More likely to be simple abuse of a bug rather than a hack imho.(##RESPBREAK##)16##DELIM##asakawa##DELIM##

He was exploiting a bug. Report him and the item(s) will be removed, leaving him with only the original (as intended) bracers. Be warned, though, that he probably wont receive any further action unless he's a repeat offender.

There were some old instances of doing this. However, being able to gain an enhancement, especially one exclusive to a high-leveled character in a high-leveled profession, is certainly unintended. File a ticket with the name of the offender.
