It's not a skill; but as you learn mounts on your toons, they are then spread across your account.

Basically, you level your toons as normal, and buy mount skills as normal. However, when you get a mount on one toon, it now goes on EVERY toon of the appropriate level, riding level, and faction(You won't get horde mounts on ally toons and vice versa).
So, say you have a level 85 main, you have every meta achievement and every rare mount. As you level an alt, you get access to these mounts without having to redo the dungeons, the rep grinds, the achievement farming and all that.
*achievements mounts become available at the level you can do the dungeon, you wont see level 60 players running around with uldar mounts.

It didn't sound as if you needed the riding level.
Q13. Will I still need to fulfill requirements for these mounts (ex : Artisan Riding for Drakes).
A13. On the PTR, this is currently not the case. You're able to ride a Drake with Expert Riding.
I assume the Drake would just be slower if you don't have Artisan Riding. (Hopefully you at least need flying, though.)
If it's like pets, stuff that won't work at all will be there, but greyed-out, I think.
