Which is the problem. No one knows about it and it is too unorganized to be useful. The last guild posting for my realm was from 3.0.3 in 2008.
To the OP, I would post a message on the official realm forum, use the in-game guild recruitment tool, and post the occasional tell in Trade saying what you are looking for.

It's super easy to level a guild now. I created a guild for all my alts, and just doing dailies on my
Druid
,
Death Knight
, and
Hunter
and leveling a
Warlock
to 60 got my guild to Level 8 in a week.
Before 5.0.4 the highest guild exp you got for a quest was 17500 from Firelands dailies... Now every level appropriate quest (including lvl1-84 ones) gives your guild 60,000 guild exp.
Nobody wants to join a low low guild, because Cata has made us all feel like we NEED perks. Thankfully Blizz is trying to change that by removing the guild exp daily cap and increasing the exp from lower level quests.

To be honest it just seems like a massive bumpfest. I was almost thinking of doing it myself but I knew my ad would probably get buried.

Umm, no? I only join a guild to either get heirlooms or to make the guild invites go away. I never gave a crap about perks, which is why all of my Stormscale characters are members of a level 4 guild.

Cloaks are available at lvl 10 and helms are at lvl 20 for guilds..

I think a lot of experienced players are looking for high level guilds if they look for a new guild at all. New guilds tend to attract new players. I think that's fine if there is a reasonable chance they can level the guild as the members level, but in all honestly, low level quests did nothing for guilds in Cata and so they inched along. It seems that in MoP guilds will be easier for low levels to actually level, so you may seen a surge in new guilds.
