Do you use Vista or Win7? If yes, you can right-click the WoW shortcut and select "Run as administrator" (or similar, I'm not on an English Windows)
If that doesn't apply or didn't work, did you restart your computer after receiving the error? It could be that some file used by WoW is locked by another process. The easiest way for you to fix that would be to simply restart the computer :)

To post a screenshot here you have to upload it to an image hosting site (like ImageShack, or Facebook with the image set to "Public") and then post the link here.
One suggestion I found is to launch WoW using the wow-64.exe file within the World of Warcraft folder.
Another is to look for Agent.exe in your list of Processes running under Task Manager (press Ctrl, Alt and Delete all at once, then select Task Manager, Processes tab, look for agent.exe in the list, once you find it, click on it then select "End Process"). People were having the same kind of error with Diablo 3, and Agent.exe is a battle.net process that can get hung up.
Also make sure you're launching the right copy of WoW. I just discovered that apparently the optimization process copied WoW from my D:\ drive to C:\Program Files. >.< Not sure if this might be contributing, but it's something to look out for.

Well, but only if you have a 64bit processor
and
64bit operating system.
