Dungeons IMO, and maybe take a break to go do the Arena-style quests in BC, Northrend and Cata- Ring of Blood and such. Just make sure to do the dungeon quests for maximum efficiency.

It pretty much evens out, assuming you are efficient at questing.
It really has reached the point where there is no "best way". I have done it both ways with full BoA, and they ended up within just a few hours of /played time of each other. Dungeon grinding got extremely monotonous after a while. Questing get repetitive, especially after your 7th or 8th time through.
The choice is really yours. Do you want to run the same dungeon a dozen times or more, and repeat that for 90 levels? Or do you want to run the same quests that you have run before again?

I'd say that it depends, really. How quickly you clear the dungeons and how quickly you move on to the next dungeon. Questing
outside
a dungeon, I'm able to maintain a pretty respectable level gained every fifteen minutes up until about lvl60, where it slips to half an hour to an hour. And once I get to Outland, I just keep queued up all the time anyway.

Definitely to each dungeon at least once for the quests, but at higher levels or to avoid burnout, it is definitely an option to quest instead. Dungeons without quests may not give that much more XP than average questing - speed it up a bit (esp. when you already know the quests) and you might rival the levelling speed of dungeons.

Also, if you're missing pieces of gear that can be fixed with one of those satchel items, go in there until you get something to fill in the blank!
