No worse then Holy/Disc Priests, Holy Paladins, Resto Druids, and Resto Shamans at the same level.

Situational.
If your tank decides to play it safe, it could be like that for a good long while, sure.
On the flip side, if (s)he decides to start going crazy with pulls, or the party accidentally aggros other pats and such, could happen at any time (Scarlet Monastery comes to mind).

Or you could just DPS everything and heal that way. Works more than fine for quite some time.

Bear tanking is even more boring. At level 30 you will get Chi Burst (i recommend picking it for low level healing), which will be fun. A major change comes at 32 and 34, you get a lot of heals and also the ability to fistweave.

Seriously, just spam Jab and Tiger Palm and you can heal every dungeon up to level 70 no problem. All the way from 15. Blackout Kick for auto-attack heals after 34.

Or my way of levelling with my fairly aggressive tank friend on my 64 mistweaver;
Spinning Crane Kick
Spinning Crane Kick
Blackout Kick
Spinning Crane Kick
Spinning Crane Kick
Blackout Kick
Then Mana-Tea to consume the Stacks when required between pulls.
This worked especially well on big pulls in Hellfire Ramparts :D

Leveling a healer is very different from healing at max level. You can spam pretty much any spell at low levels and still succeed without any problems in general. Mistweavers specifically can just Jab/Tiger Palm/Blackout Kick spam, do the most damage in the group, and still keep everyone topped off fine without having to worry about mana until much later on.

There are two reasons why I disagree with you, one is very mistweaver specific and the other one is general.
Firstly, Fistweaving (a healing style that relies a lot on Jab for Chi generation and also utilizes Tiger Palm and Blackout Kick often) is the best way to go on quite a few bosses in raids, is the optimal way to heal on a few heroic fights in Mogu Shan, and can be used to reliably heal every single heroic instance in the game now. So that levelling healer you are talking about would actually have a pretty good understanding of how to properly fistweave at 90.
Secondly, you can not just say "very little that works really well at low levels works at level cap". What is the absolute best way to learn a specific specialisation of a specific class? To respec to it at 90? No, to level it all the way up in that specialisation. The levelling process is the best way to find out what works and what doesn't. Your statement basically devalues the things you learn while levelling.

I'm not talking about Fistweaving. I'm specifically saying you can forget that you are a healer, and just spam 3 abilities for their damage. Mindlessly. I'll definitely agree that you have good merit to your side of the argument, but there's also a large difference to just stomping around jabbing and kicking everything you see to actually recognizing when you need to cast something else.
As for your second point, why can't I? Little about your low level experience in this game actually stands up to what your experience at max level will be. You're missing abilities that are part of your core rotation, mobs drop in 2 seconds, and in most cases anyone can tank an instance as long as the healer isn't asleep.
To use an example, a levelling feral druid, who's out and about in the world, kills most things before he ever reaches 5 combo points. He'll have no idea that he should be doing something other than just mangle spam because nothing ever lives long enough. Even in dungeons, he probably won't care to Rip anything because nothing lives long enough to notice the full benefit, so now he just spams Mangle and Ferocious Bite.
While it's specific, you can find similar examples throughout all of the classes in this game. Most of your learning isn't going to be coming from some out-of-balance low level experience. It will kick in somewhere around the time you hit Cataclysm content. Until then, you can pretty much play however the hell you want.
