Not really sure what you're asking here. Yes, Ret DPS is dependent on procs, and has been for quite some time. Other than that... uh, okay.

One thing that fixed your issue is Talenting Scared Shield over Selfless Healer if you haven't already. That evens it out to were there is no gaps. If that doesn't work then the issue is you need more Haste.

I've found though that even being proc dependent etc there's certainly no lack of DPS from the spec. Still learning the finer points a bit but the big gains really aren't subtle:
ONCE YOUR FIRST INQUISITION GOES UP count to 10 and BLOW EVERYTHING

The speed boost on judge talent is probably the best of the 3 for a PVE ret pally. Judge and Exorcism on the way in, hit it with a holy strike, pop GoAK, wait 10 secs, Wings and Avenger and go to town.
I currently peak at around 230k dps in the opening seconds of Elegon, it's quite the sight to behold. Was EXTREMELY lucky with both legs and gloves dropping from Sha so already rocking the 2 set for this tier.
The day I started playing wow I rolled pally intending to smash face as a wee badass holy man, got pigeon-holed to healing as (nearly) all pallies were back then and it's since been a favoured alt. Back as main now doing what I intended it to do :)

Just whatever you do...do not...I repeat...
DO NOT
ever use
Without glyph:
Over 1 minute, you would have 209450 * 4 = 837800 damage from Censure and
3129 * 38 = 118902 damage from Seal hits, totaling 956,702 damage.
With glyph:
Over 1 minute, you would have 104725 * 4 = 418900 damage from Censure and
3800 * 38 = 144400 damage from Seal hits, totaling 563,300 damage.
This is over a 50% loss in damage.
