As a rogue you can only ever wear leather or cloth (not recommended, because stats on cloth gear are designed for spellcasters). Warriors, Paladins and Death Knights use plate, and Hunters and Shamans use mail.
If the mail/plate gear says "binds when equipped" you can sell it or send to another character such as a new alt (alternate character) you could create on the same server and faction. If it's soulbound gear then you can safely vendor it or disenchant it if you have Enchanting at a high enough level.

While shamans and hunters start with Leather and switch to Mail at level 40, rogues (and druids, monks) use Leather forever.
It's an antiquated system that causes gear changes in the middle of levelling, they never bothered to adjust this.

he probally called it that since its an old vanilla design and most other vanilla designs have changed by now.
That's not true either. I would argue that most of the design choices made for vanilla are still in place in the game.
