Yes, a feral shifting into bear form does receive increased threat generation;
however
, they do not receive the vengeance buff unless they took the talent
& they gain the vengeance buff only for the 45sec duration of the ability. Keep in mind that vengeance is a much larger contributor to threat than bearform.

As a comparison: guardian druids also receive the speed bonus in cat form, even though they are not feral specced. Kind of similar (but way more useful in a boss fight).
So yeah you lose stuff when you spec differently, but not every single thing.

Not to mention they cannot put out the threat that bear forms can for the simple fact that they are not specialized for it. Feral bear's toolkit is much more diminished than just losing Vengeance. We have almost no bear form abilities at all. And our bear cannot put out appreciable DPS, so we're pretty much useless for holding aggro. We're also squishier.

Correct; however, not the question the OP asked. My intent was to answer his question. Threat
modifiers
are not determined by DPS, they.....modify the threat generated by DPS.
Incidentally, as far as damage oriented specialization changes, Guardians lack Shred & Ferals lack Lacerate. The largest contributor to the lower bearform DPS of a Feral is the lack of vengeance, and for 45sec a Feral can be a viable alternative by using a CD
that they should not be saving for this purpose
.
The threat modifier is the same (which was what he asked), but without vengeance threat plummets which leads to why I suspect he asked his question.
