I really want to clear my cache, and I have deleted the cache folder and restarted the game, but it didn't work. I have seen on other threads that you need to also delete the WTF folder, but I don't know how that will affect my game. Should I delete the WTF file to completely clear my cache?

I get to mine by right clicking the wow icon and selecting open file location. I then find and delete creature cache and npc cache

If you want to clear your creature cache without doing it every time you log in, just go to the folder where the creature cache is and make a folder with the same exact name, should be creaturecache.wdb and everytime you log out of wow it will clear automatically, hope this helps!

Should I delete the WTF file to completely clear my cache?
WTF has nothing to do with the cache, but holds all game- and addon-related settings. Deleting it won't help with the cache, but will wipe all your addon customizations etc.
