Bug/Glitch in 'upgrade level' assumption

Like many players, including myself, it seems Wowhead staff assumed that the 'upgrading fee' of weapons was solely dependent on their rarity; with epics being upgraded with VP/Conq and rares being upgraded with JP/Honor.
It seems, however, that this isn't so. Case-in-point:
Ka'eng, Breath of the Shadow
. Wowhead says this has two upgrade levels (upgraded with 750 VP each for +8 ilvls in total), and while this was also my first assumption, it isn't true. Proof:

I also went to the upgrader and they verified: 1500 JP for +8 item levels.
I assume it's because it comes out of a heroic that it's upgraded with JP, but either way I suppose it isn't as clean-cut as Epic = VP/Conq. Either that, or I guess we're looking at a bug in WoW's system at the moment.

I think this is a glitch on Blizzard's part and I'll see if I can bring it to their attention for a hotfix. The official patch notes (

) do make it seem that all epic PvE gear should be upgraded twice:
Rare quality PvE gear costs 1500 Justice Points to upgrade once for 8 item levels, while Epic quality PvE gear costs 750 Valor Points for 4 item levels and can be upgraded twice.
Rare quality PvP gear costs 1500 Honor Points to upgrade once for 8 item levels, while Epic quality PvP gear costs 750 Conquest Points for 4 item levels and can be upgraded twice.

I can also confirm that Headmaster's Will is also 1500 justice points for 8 item levels, but is listed as 2 upgrades for 750 Valor on Wowhead. I posted a reply on the Headmaster Will's page but figured I'd come in and also verify that this is an issue.
