Are heirlooms still bound to a single realm?

I'm transferring one of my characters to a friend's realm, and I intend to take some of my heirlooms with me if that's still the case.
I only ask because I saw players from other realms while I was questing, so I thought it was a legitimate question.
I haven't played regularly since wrath, sorry if this is general knowledge.

Just so you know, heirlooms have never been server bound. It's just that the only way to transfer them to a new server is with a character transfer since there is no cross-server mail. Because of that, some people call them server bound, but the "Bound to Account" descriptor is accurate.

Half correct.
The reason it is account bound, is because you can server transfer your character with the heirlooms.
If it had been "server bound", you couldn't have transfered them to another server.
It's expensive as hell, but that's just Blizzard being greedy/making up for the human worker required to facilitate the process/whatever explanation you fancy.
