From what I can see, people are using the talent wrong. This is how I see it...
Hit & Run is the
opposite of Shadow Step.
- ST is for getting close to
CASTERS.
- H&R is for blinking up on
MELEE, like a Warrior, doing damage, and then blinking back
away before they can return heavy damage to the Rogue.
So you have to target just behind a Warrior (or other melee) from afar, DPS him for the 10 seconds (that's "HIT"), then disappear (RUN). Now that you're far away from him again (
and he may not know where you're standing) you've bought yourself time to vanish and sneak up on him again.
The guy in this video casts H&R, and runs, then blinks back and hits. He's doing it backwards. He's running and hitting (R&H); not hitting and running (H&R). This is no doubt why people are saying they don't like the talent.

Used correctly, and this can be a fun talent, and annoying to other melee classes—and I like to be annoying as a Rogue! :D
I would like to see someone make a video using it correctly. Me? I don't make videos; But I like to watch them!

Hit and Run isn't the final version of the spell. It should be replaced with Cloak and Dagger, which is in the patch notes, but not the playable PTR build:

"Cant we just have hit and run as a baseline ability with a long CD? it could be very fun in pvp and a good defensive cd "
Heck, make it a 3 to 5 minute cooldown, and baseline, and I'll still use it every three to five minutes.
