I noticed Powershot doesn't do damage at least 2 times out of 3.... Is there something I missed or it's just bugged like crazy? It doesn't even say Miss or Dodge or Immune, it just doesn't do anything and I can't find it in the Combat Log. I don't recall having it bug when I leveled to 90, it's only happening in PvP. I was rather thrilled by the concept that the SV could actually do "burst" damage in less than 6 seconds.

It wont do damage if the target is on the move (or will move during the cast period).
Its a bug, but nobody cares to fix it (or they dont know how).
Hehe how can it be different than any other ability when it's supposed to behave the same :P ... Ah sigh, it's really disappointing. I noticed a similar problem with Glaive Toss and Serpent Sting. It's really depressing when you play the same class for 4 years now. I guess I'll use the ability when someone is rooted only, which shouldn't be a problem with the 1 minute cooldown (easier to synch that way).

Thats not GT having a problem, thats your client or client/server connection that has a problem, where the server just reports the glaives at the last known position rather than reporting the spell finished and the glaives no longer there (alternately your client doesn't clear finished spells).

They werent mine.
I didn't say they had to be - your client shows my glaives as well when I use them next to you, so if your client gets information that a glaive is fired and doesn't correctly resolve it, it will stay there according to the client. Same deal if its the server that incorrecttly resolves the communication about the spell.
