Well, I wouldn't go so far and call it "revealed". It's been stated several times that deleveling a character is not a service they can offer since, as said above, it can corrupt and break the character. I can, however, tell you about something tragic that happened to a player on the EU servers.
Player X was having a problem with his level 60 twink character (this was a Vanilla account), thus he submitted a ticket for assistance and the Game Master was required to log into his character to investigate further. Now, here's the sad part, when the Game Master logged into his character he accidently explored a part of the zone, thus causing the character to gain a level (when a Game Master is logged into a character all sort of barriers such as expansion, XP cap, etc, is ignored).
This was a huge mistake on the Game Master's part and it took approximately three months to fix. The reason for that is they had to create a copy of the character and start it over from scratch, then level the character, award all of the achievements, items, etc, so the character was exactly as the original one.
With that said, it turned out all well, and the player got well compensated and was very pleased. :)

Thanks for the awesome story and post. I've learnt something about it :)

My cousin was having an issue with his level 85 (or maybe he was 90 at the time, but I don't think so) death knight. All the fixes were not working, and the GM's ended up deleting his character and rebuilding it from the ground up to fix the issue. not exactly 'de-leveling' but it sounds like they could do that with your character to fix it.
I know my cousin spend a few weeks trying to get things fixed, but that was just because they couldn't figure out why he couldn't log onto the character. The process to delete and rebuild only took a few hours of the GM on his account.

Yikes, why were you so rude to the GM? It's not like it's their fault. I get you had to talk to multiple GMs, but that'd be exactly the same as if you worked in customer service and someone was really rude to you out of nowhere. That was almost painful to read. Even after they told you it was against policy, you thanked them and went right back to raging.
My only question about your issue is, why did it only take one kill to level you? I'm aware that when you freeze xp, it unfreezes in exactly the same position as it was frozen. So did you freeze at the very, very end of the bar? That seems kind of stupid, because it doesn't allow for mistakes such as this (and Blizz does make mistakes). And I'm sorry, but I don't know what you mean by "when Blizz 'gave' everyone Wrath". You'll have to elaborate on that one for me.

I think they would only do things like this when the player has done nothing at all, and it's completely, totally, 100% the result of a bug. In the OP's case, it sounds like a bug that the ability to gain xp was unfrozen, but it might have been intended in this case.
I will agree with you that the OP was rude.
Here is the irony. His EXP wasn´t ´frozen´ by using the ingame mechanism that freezes exp. It was Frozen because the player did not buy the next expansion, in this case WOTLK. That is the reason his exp bar was ´full´.
A few years ago, Blizzard gave BC away for free. if you bought vanilla, you automatically got BC also. Players playing vanilla already were also given the expansion for free. When MoP was launched, Blizzard just continued that process with WOTLK. If you buy vanilla, you also get BC and WOTLK for free and it happened automatically to accounts without the player needing to do anything. So the OP who was frozen at 70, suddenly was given WOTLK for free and thus, allowed to gain more exp.
If the OP had half a brain, he would have realized this was a possibility and ´frozen´ his exp using the ingame mechanism. But wait.. you know what that means? It means he would have to fight other twinks! (players who freeze their exp ingame end up in battlegrounds only against others that freeze their exp) And that is where we get to laugh at the OP... because he was using the ´I don´t have the expansion´ as a way of freezing his twink character but without having to fight other twinks... basically, being a coward. Fighting players in leveling gear, without pvp gear.. without having time to twink their gear ( they are using BGs to level their character).
I laugh at the OP because he was trying to circumvent the system where twinks only fight twinks... and a gift from Blizzard ruined it for him.

No idea if this would work, but you could try deleting your character, wait a week, then ask for a restore and see if they will do it from last month or a point in time before you leveled. Also, this guy likely has two accounts: so what if he is abusing the twink system? I'm sure he ain't the only one and he is paying for the privilege.

Also, this guy likely has two accounts: so what if he is abusing the twink system? Then like anyone who does things like this, they deserve the delicious karma when it comes along and bites them in the ass.

It wouldn't work because they would restore the character exactly the way it was when it was deleted.

So since he has 2 accounts that makes it okay?
That is my favorite part. What if they ONLY reason he had been paying for the second account is to have those type of twinks.. bwahahah

As long-winded as that is, that's probably the best workaround ever done.
Also makes me wonder whether they should update the game engine a bit more to alter how leveling works and stuff...

As much as I dislike twinks and their $%^&*!y ways of infiltrating the regular PvP brackets, at no point did this guy say he was twinking his toon out to do that.
While it is possible he was, and if indeed he was, Karma is a ^&*!@! he may also have just enjoyed having a character at level 70 and doing raids/dungeons at the levels they were intended for.
(Of course he should have frozen XP anyways, and realized he now had Wotlk the second the logon screen came up)
but he does have a right to be slightly annoyed especially as from his one previous post he has a guild based around lvl 70 twinks.
his quote
´and anguish to see a toon i've worked very long on be completely ruined.´
I am sorry, but I find it hard to believe any guild would suddenly disavow a member because they accidently leveled one level if they were doing lvl 70 raiding or that the character would suddenly become ´ruined´. This was a lvl 70 pvp twink with a ton of pvp honor and twink gear that was fighting in normal brackets. That is the only reason the character would be ruined by being 71.
