Darkshire has that old Gothic feel to it, but I'd say EPL has it beat on sheer creepiness.

I remember the first time I was in Duskwood, and saw those glowing eyes in the bushes. I was waiting for something to jump out and attack me. ;)

I remember walking into Silverpine Forest at night a few years ago with a friend as we were leveling one of our first sets of characters. We were both on Venrilo, and I muttered to him "If I were in a place that looked like this in real life, I'd be wigging out."
His response was one of agreement.
Of course, we hit the Plaguelands later on, which was just as bad (if not worse).

honestly....Av is the scariest...
I know I am. ;)
I was always really creeped out by Silithus. But that may have something to do with my phobia of bees...

Duskwood, and it's because of Darkshire. You've got this decrepit town populated by desperate humans who are beset on all sides. If you've ever played
Ravenloft
(the campaign settings and the modules), it has that vibe. Tirisfal and Silverpine have the same atmosphere, but when the protagonists are undead themselves it just doesn't have the same impact.
