Interesting builds. I play shadow, and admittedly I'm not an arena guru, but your main job in arena is likely to be offensive dispelling, mana burning when you get the chance and of course, healing.
You will probably not get the chance to cast many spells - if you're not running away, you're gonna get kicked or silenced, or counterspelled. I wouldn't recommend going all the way to improved spirit as its probably going to be purged or dispelled anyway. Also there's not a great deal of spirit in PvP gear anyway.
So in arena your main jobs are going to be dispelling, and using instant-cast spells - so you probably don't want to miss out on Mental Agility or Absolution.
As for the points in Blackout, it could be the difference between life and death (and rebirth). Other than a couple of boosts to your +healing from holy talents, I can't *really* see anything essential, so its good if you can guarantee having shadowguard up at all times.
Personally, I'd go for this spec:

My top tip though? Go out and play some arena. Find out how you like to play. Find out how your team likes to play and then refine your own tailor-made spec. If everyone was the same, we'd all have the same 28/33 cookie cutter build.

Improved Inner Fire is trash in pvp. It's easily dispelled, or lost in under 5 seconds against a rogue with S&D up. For the mana cost, is not worth refreshing on the GCD at max rank.
Improved Divine Spirit is also trash in pvp due to the absence of spirit based gear that also stacks resilience and/or stam. Your base S1 kit + veterans/vindicators gives you a massive ZERO spirit, so unless you stack PVE gear (which lacks resilience), you will run a base of 150spi + 50spi from divine spirit. For 2 very expensive points in the disc tree, that nets you a total of +20 spell damage and healing.
For the same reason as above, Spiritual Guidance is trash.
You stated the main purpose was to heal 3s, yet you have 2/2 Surge of Light and 3/5 Holy Spec, and no 5/5 Divine Fury? The first build you linked will net you slow gheals AND slow smitelols with a meager +3% crit on holy spells. IMO points better spent elsewhere.
IMO you should focus on more mana efficiency in the disc tree (3/3 Absolution, and as many points as you can dump into Mental Agility), and forget about the smitelols and crits and focus on the healing and survivability talents that 30+ points into holy can offer you.
I don't feel that 5/5 blackout is the best fit for this build, simply because of the lack of shadow spells available to you. Do you really want to be wasting every GCD spamming rank 1 shadowguard / sw:p and hope that 10% proc rate goes in your favour? You probably won't even get the opportunity to, to be quite honest.
Keeping the same style, point for point, I would say that the following is a much stronger build.
