Don't spec 31/0/30, it's poor.
0/34/27 and 0/33/28 are the superior builds for PVP. However, if you intend to raid with the same build as you PVP with then 0/31/30 would be a better idea.
I generally recommend against PVEing and PVPing with the same build, as you should be able to afford weekly respecs if you do your dailies. It's a much better idea to switch between a PVE build and a PVP build when the need arises. That is unless you're pretty lazy when it comes to farming.
