ehm.. if your doing raid dps, fury will already chop up arms. if youre doing pvp, arms will beat fury.

Not much different to now to be honest apart from a lower hit cap for yellow attacks which should free up some other gem slots/enchants if you had them specced for more hit.
As for the who does more dps, arms or fury, argument I'm not gonna comment cos I'm a bias fury warrior.
