It means no more double dipping for FT and really hurting FT on the offhand. Though in raid situations it will still be better than WF on the offhand and at max gear FT/FT with caster weapon will still maximize your dps. Blizzard doesn't like enhance rolling on caster weapons so they are attempting to make sure we don't.

They failed as usual to resolve our issues.
Do you know the exact differences? Unless you're in the PTR, then no. How do you know it's not for the better? How do you know it's "bad", or won't work for us, etc?
Don't make remarks because you think they're bad unless you can prove that they're going to rip enhance a new one. (Besides, agility makes sense.)
The people with the sim (Elitist Jerks) found that using a caster weapon was still better after the initial FT change. This latest round of FT nerfs, coupled with the sweet sweet sweet buff to Windfury looks like it will seal the deal in favor of agility main hands and WF/FT.
