If you're specced 3/3 LG 2/3 dreamstate you'll be getting:
8 intellect, 3 spirit, 5 stamina, 24 damage, 0.5 mp5, and 0.2(ish)% crit from the MH/OH combo
and
15 intellect, 7 stamina, 3.75 damage, 1.05 mp5 and 1.09% crit from the staff.
0.9(ish)% crit, 20 hp (21 if you're tauren), 105 mana and half a mp5 is not worth 21 damage, not at any level of moonkin-ing.
