Without actually digging into everything haste scales better >120 then crit as long as you're hit capped until you reach something like 800? or 900 haste. Not only that it counts as both spellpower, and crit at a 1.2-1.4? value(my memory and math is kinda fuzzy at 3:30am) :) In theory 4/4T7 should not only be a step above, but a league above with the haste+5% damage bonus.
