I pulled up the WarcraftRealms census info for US servers and sorted by activity ratio, as can be seen here. Scrolling down to view the range ~1.5:1 (A:H) to 1:~1.5 (A:H), I see the following PvP servers listed. (posted from highest pop to lowest)

Realm (A : H)

Kil'Jaeden (1 : 1.5)
Gorgonnash (1.5 : 1)
Drak'thul (1.2 : 1)
Bleeding Hollow (1 : 1.1)
Drakkari (1 : 1.2)
Stormreaver (1.1 : 1)
Ravenholdt (1 : 1.1)
Coilfang (1 : 1.3)
Wildhammer (1 : 1.5)

(under 1k pop for each below, so excluded from the list)
Kalecgos (1 : 1.1)
Haomarush (1 : 1.1)
Agamaggan (1 : 1.2)
Maiev (1 : 1.3)
Tortheldrin (1 : 1.4)
