After being in the guild I made a few months ago up until now, I quite frankly can say it hasn't gotten very far. Sure, it has two bank tabs and used to have a website, but that's about it. So, I've decided it's time for me to move my current guild to an alternate character and start a new one. Now, what I would like some of your inputs and assistance on are as follows:
When I got to thinking of a name, I wanted it to be in Latin. For what reason? Latin words sound cooler than English. :P However, I myself cannot speak Latin, and would love any help I could get translating names or suggestions with what they mean. I was originally thinking of something such as "bringers of light", so if anyone knows the translation to that, that would be excellent.
Some time before or after forming the guild, I will want to get a website going for it. I already know who I am going to host it through; my only question is dealing with the guild's policies' pages. Since I would like to try to get this guild going into a well-populated one, I do believe covering as much as possible on those pages is necessary. However, I am stumped as to what I should include.
I already have an outline for the bank's policy, so that is taken care of. What I do need are suggestions of things to cover under the main policy. You know, things such as looting in raids or punishments for various reasons (I.e., behavioral, "ninja'ing" loot, etc.). If you can think of any good topics that should be covered to prevent any conflicts within the guild, post them here.
Lastly, my recruiting skills are terrible. I have come up with advertisements for the guild before, but always get nervous before sending the advertisement out. My only questions here are: should I make a minimum level requirement to be in the guild? If so, what repercussions does that carry? And what should I do to get the advertisements out?
I do believe that is it, and if anyone can assist me with any of this, I will be highly grateful. Thanks in advance for any help I may receive through this!
(Oh, and if I have this in the wrong section of the forums, feel free to move it; I wasn't entirely sure where it should go.)

I am no expert on guild making and the like, but I'll throw in my 2 cents...
In General:
You should have a simple set of rules in the guild information. These rules should keep your guild civilized and a fun place to be, instead of having a bunch of immature people. Even simple rules like 'be nice' are used just as emphasis, and it promotes the good-hearted nature you want. Guilds are meant to be a friendly, close group of people, not just a chatroom.
As for the name:
I personally think the Latin guild names are a joke (and I have always wanted to make a guild "Ominous Latin Word," but never got around to it), but I know a lot of people who like them and I admit some of them sound pretty cool.. But there are just so many of them. If that is what you like, then great and go for it! You can probably find a Latin translator somewhere on google.
As for a level-requirement:
I would have one, just so you don't have the low level beggars that you see oh so often. If you get whispers from the lower levels, you can just tell them nicely to keep you on their friends list, and if they are still interested in the guild at say level 25 then they can message you again.
As for advertising:
I used to be reluctant to advertise as well, seeing it more as spam and a waste of space, so I rarely did it on the trade channel or in the city public channels. However, a fairly easy way to get your ad across is to make it on a macro (you don't have to bind it to a key, just make it accessible) and whenever you are flying/riding/traveling through an area above your level requirement (if you decide to have one), you just press the macro.

I find that I take a radical view when it comes to guilds and recruitment. I have never been completely satisfied with previous guilds I have been in for one reason or another. The main reason was any larger guild was all about raiding and they would turn the game into what was more or less a job. Any time I get to the point where the game is becoming less of something fun to do and more of a grind or job that I have commitments to on a regular basis, I start getting disinterested in it. The other big reason guilds always rubbed me the wrong way was that most guilds didn't screen new people at all. As a result, I would invariably interact with people who were not mature, did not understand basic concepts of group play, or otherwise just made my play experience more taxing than fun. Given that the major reason I still play is the social aspect, this ruins the game for me pretty quickly.
So, I created my own guild. It consists exclusively of people I know in real life who play on Draenor (about 10-15 of them at the moment). Our recruitment policy is one of passive recruitment. We're not actively spamming channels or seeking people, but if we were to run across someone who we had good interactions with and who was looking for a guild, we'd throw them an invite.
So, maybe this is not the advice you were looking for, but if I were to give you some, it would be these two things:
Don't invite just anyone. Make sure you have a good rapport with a person before you invite them into the guild.
If you plan on making both casual gamers and hardcore gamers part of your guild, make sure you take steps to ensure that neither group feels shafted.
I'm probably useless when it comes to guild names as well. Most of my ideas are humorous in nature because I am a goofy person. Plus, any guild that has a name that attempts to be significantly serious always comes off as pretentious to me for some reason... probably the same reason I start not liking guilds that get too serious with gameplay.

Good luck with that. I once started my own guild with two friends. As the guild grew I gave up my leadership responsibilities due to family commitments (which always come first). As people invited other people for raids to the guild and then they invited friends, I noticed that the new people began to form cliques. A lot of the original members ended up leaving because of this. Our guild of in game friends that enjoyed leveling and casual raiding were replaced by mostly hardcore raiders. Essentially I ended up leaving my own guild with my toons.
Be careful who you invite and vet them.

Thanks for all of the posts so far, guys! From your posts, I can see that I should...
Have rules that state the requirement of respect and no begging
Have a level requirement not too low, nor high, to prevent begging
Have a way that if I make my guild a raiding/casual guild, neither side of the guild feels left out
Be careful of who I recruit to the guild
Watch out in the guild for possible "cliques" and prevent them from occurring
I am going to try to make the guild tonight, so I will let you guys know how things go. I do believe that since I have some time right now, I will start working on the rules of the guild. If you guys don't mind, I'd love to add a special thanks somewhere on the website for your assistance. :D

Hehe Onyx, my current guild's name is in German, and I have had to explain it to people from time to time. I am not sure about it being against the ToS, but I will definitely check into that before naming the guild.

Well, I made the guild yesterday, and I decided not to make its name Latin. Instead, it turned out being Paranormality. I hope no one confuses that for Latin! I also got the basic things a guild would need to run (Bank tab, tabard, website, etc.) set up, so it should be running smoothly from here on out. I will post back in a few days to let you guys know how the guild is going. Thanks for all of the help so far!

I don't believe that foreign languages are verboten in WoW, and in fact I'm no longer certain that special characters - at least in regards to thinks like umlats and accent marks - are forbidden either. I doubt that they are on European servers, because they're rather common in non-English languages.
One piece of advice that I can give: Don't ignore drama - and regardless of whether it's a friend or just an acquaintence, don't accept it either. Anytime you've got more than three people together there's always going to be friction, and unfortunately I've found that the Internet doesn't always put people on their best behavior; sometimes the only thing you can do is to take the heavy-handed approach so that the guild goes on.
