You probably mean a level 69 twink, right? So you'll be at the maximum level for your PvP bracket?

I'm actually making a level 19 Shaman twink, to go with my friend's mage. My only competition for sheer speed on the battlefield will be Druids, at that level. Plus, it's been a fun challenge for both of these toons, trying to find the best gear we can get, and obtaining the best, low-level enchants. (I actually farmed rep with various Vanilla factions to get their recipes, on my Priest)

At 69? I'm not really sure. It looks do-able though. You won't have Bloodlust, but you'll have several of the other Shaman abilities. (Including, your Fire and Earth elementals)

I did alot of Arenas a short while back as a Disc priest. Having faced all of the classes mentioned above I must say that Hunters were my greatest problem, atleast in arenas. They can throw out lots of damage and have good suvivability. Druids work great as resto, but not the other specs. Same goes for Shamans, but they can be a problem as Enhancement if they pop their cooldowns right.

So... from what I know of 70 PvP I would recommend hunter.
