Blood Elves dont really like em either.
Naga = servants of the Old Gods. End of.
The orcs were once servants of the Legion- we cannot forget that. If anyone in the Horde, it would be the orcs that accepted them the easiest.
We allowed the Blood Elves in, who are essentially high elves with a die-job and mana addiction and the high elves are still aligned with the Alliance.
Orcs were at best, unwitting servants, tricked by Nerzhul (himself tricked by Mannaroth) into "following" the legion (read mindlessly following orders)
Azshara and her followers willingly signed up with the Old Gods, as a race, to survive their destruction at the hands of the rest of the Nightelves and the Sundering.
If you cant see the difference, and why the Horde wouldn't accept them, despite the "similarities", then you are very shortsighted.
tl;dr, Orcs didnt want to follow the Burning Legion, Naga wanted to follow the Old Gods.

I was thinking either Snap Dragons or the Giant Turtles as a mount for Naga

Actually, I'm playing on the fact that only Azshara agree'd to the Old Gods request, if you've read the book War of the Ancients, you'll see that the Old Gods spoke to HER and SHE agree'd to it, but ALL of her Highborne that were with her were transformed into Naga.

I think we are good in the race departments, we really don't have anywhere to stick their start off area as is right now.
Remember the isle of Sargeras from TFT? We'll THATS where they're at.

Also, next time you're in-game take notice of how many zones are shown on that map that aren't accessible at this point.
(The small zone between Elwynn and Dun Morogh, the area east of Grim Batol, etc.)
There are
plenty
of unrevealed zones in Azeroth / Kalimdor, which kinda makes me hope the next expansion does
not
add a new continent or realm but instead completes the map. Let's finish what was started!

One more thing... Naga are kind of hard to place in either faction. The night elves see the Naga as an abomination and the Naga, according to wowwiki, "would sooner be slaves to the Alliance than ally with the Horde".
I second the motion for a third faction, perhaps a
Twilight's Hammer
faction, comprised of the groups supporting the Old Gods (Naga, Quillboar, Satyr (?), etc.).

There would be one big problem with Naga as a playable race: a kind of sexual dimorphism. The sexes have different functions in Naga life, the males are melee, the females casters. This would make them unlike every other playable race, which other than appearance, there is absolutely no difference between the functions or abilities between the sexes. A cute little female Gnome warrior (with pink pony tails, ftw!) is just as capable at her job as a big ugly male Human warrior, at the hands of a decent player.
Maybe the lore of the Splinterscale Naga could be twisted enough to allow the sexes to have the same capabilities, perhaps due to them being a small break-away group that had to make adjustments to themselves to survive. Maybe: Blizz has twisted the lore in similar ways to suit the game...

Yes, that is a problem, and thats why I said some retconning would be required. But removing the entire demorphisism thing wouldn't be nessesary, here are some solutions:
The Naga have begun to train both sexs in the ways of war and magic, using various techniqes to minimize any of the problems that come up (i.e. Naga females have problmes wiht melee combat)
These Naga are trying to end the curse that Azshara doomed them to, and their efforts have been met with some succes, making the sexs more equal.
Or we just ignore it, that seems to be happening a bit in WoW, with males Nelf becoming warriors and female Nefls becoming Druids.

If horde get naga than Alliance should get high elves.
I've got no problem with that, although giving them Pandarians woudl equal out the playing better, a new Druid race for each side, a new pally race for Horde, and a new Shammy race for allys.

You makes a good argument, but I've found there's always that one black sheep in the herd. And if you allow that sheep to breed then you will end up with more of it's kind.
That's whats happened here, Anord (our black sheep) has been allowed to live and spread his ideas out throughout the Naga population, and those Naga that have listened to his words and chosen to follow him have become the Splinterscale.
Any questions?

You've connected lore and everything very well. But theres one problem, when would they put in nagas? Nagas have absolutely NOTHING to do with wotlk, nor what is accused of the next expansion (Emerald Nightmare....Ysera is alrdy in dragonblight); and what would they do with the alliance, just leave them w/o a new race?
Pfft. We don't know what the next expansion will be. Ysera is no indication.
For example, Naga will be in the Mealstrom expansion, yet we've had
friendly Naga
in-game
since WoW Vanilla. We've also fought
servants of the sea equivelent of Rag
.
