Hi guys, I have a question regarding expertise and expertise rating. Does expertise scale linearly like hit or haste or does it scale in steps? I am currently at 780 expertise rating without any racials and my tooltip says 25 expertise with 0.25% chance of being dodged. since 781 rating = 26 expertise, would that 1 point reduce the dodge chance by 0.25% or just a fraction of that?

Every point of rating
will
contribute, there are no break points. Being 1 point off the cap will give you a very small chance of dodges, but much less than the stated 0.25%. For whatever reason the UI can only display integers rather than decimals (25 expertise vs 25.97).
You can test this yourself. AFK on a heroic dummy with 780 expertise and check recount after ~15 min of auto attacking.
This mechanic was tested and confirmed during the tail end of WotLK, after 4.0 came out. The expertise cap @80 dropped from 26 to ~22.6.

It probably only displays integers for sake of simplicity: KISS.
