Here's how I think:
Hit is important until you reach 8% melee hit, then it because nigh-useless, dont forget to factor in misery/Virulence when it comes to spell hit, this makes the odds of you missing with a spell very very small (and if you do all you gotta do it cast, for instance IT again :P). If I'm not at 8% hit, I gem/munch food for it.
After hit check if I have a fair amount of expertise, if I'm not capped (~21 expertise) then I start to value expertise slightly higher than normally (i.e. exper > str) but I dont really gem for it (but you should @ higher gear levels)
After expertiseI try to make sure that my raid buffed crit % is somewhere in the 33+ region, if not I start to value crit as a slightly more attractive stat. But I again dont gem for it.
After all of the above have been met to a certain level ==> go for strength, it's "The gift that keeps on giving"
Haste and Arpen I buntly disregard to a reasonable extent (as in, if choosed to socket for str or haste I'd go for haste), but it you're blood you should value Arpen fairly high (not as high as str though, iirc :))

Hit rating is "capped" at 8%, for spells get virulence and the 3% spell hit raid buff, and that knocks the 17% spell hit cap to 11%, which will put you close enough to both hit and melee cap
Expertise is a must, and it caps at 26 - talents and racials
Haste is fairly useless for DKs, some people say its decent for unholy for BcB procs and ghoul, but really its fairly useless
Armor Pen is pretty good for blood DK, and not the worst thing for very OB heavy frost builds
Crit Rating is pretty great for blood and frost, but unholy finds it much weaker, The reason its said that we dont need to gem/enchant for crit is because we have a passively high chance of critting as is, for example - OB in a frost build has a base 32% chance of critting and Killing Machine gives your frost strike and howling blast a 100% chance to crit... not to mention raid buffs gives you a pretty big increase to your chance to crit as well
In general
Get hit/exp capped then get as much STR as you possibly can squeeze out
Also remember - 120 ap is NOT as good as 60 str, you need at least like 140-150 ap to be as good as 60 str
