I am specced deep dest myself, and personally love it, despite the Conflagrate nerf.
If I were to think of a type of buff for the destruction tree, it would be focused on increasing the benefit of Fire and Brimstone. The second part of it doesn't come to much use due to Glyph of Conflagrate, and the contribution to Immolate's spell power coefficient could be increased.

im 66 lvl and i moved from afliction to deep destro because affli was kinda boring..
i dont care if deep destro sucks for pve, i really like that spec for its "burstness"
well as kangi said it would be good if the fire and brimstone would be 3 points talent
and i think they have to do something for the soul leech...dunno maybe incease the % chance?

I don't really care if Emberstorm locks beat me tbh - I spec for replenishment and usually am high on dps. The main priority is to spec into something interesting, and deep destruction is the spec which has always interested me the most,
The only thing missing in desto is an
execute ability
- get this and I doubt the specs will be that far apart. Stick that on FnB or chaos bolt to stop some hybrid build using it and ruining those of us
running with deep destruction

Reduce F&B to 3 points, add a 2 point Decimation clone (really more like a Hotstreak clone) that on Chaos Bolt and Incinerate crits <50%, your next Soulfire is instant and consumes no soulshard. Alternatively, chaos bolt and incinerate hits <35%. PvP Is an issue with this, since instant soulfires are huge damage burst on a target that is already theoretically low health (since you activated this effect anyway). Probably, due to PvP considerations, this Decimation clone should not be instant, and proc from hits <35%.
Decimation is reduced to only activating on shadowbolt hits <35%.
Possibly Imp Soul Leech and Soul Leech should also be combined, to give Destruction a little more self sufficiency (especially in terms of mana consumption) compared to the other specs. Not sure what to do about Replenishment in that case.
Results:
FG/Ember remains superior to 40/31, which I feel it should since a 41 point talent should almost always be superior to a 31 point talent. FG/Ember loses some damage potential at the tail end of boss fights for having to switch to Shadowbolt, but should still see an increase in damage output from >35%. Effectiveness of Meta and DP builds remain unaffected because they focus on Shadowbolt already. Destruction is boosted deep enough in the tree that only the performance of Deep Destruction is boosted by this change.

My goal is to have the deep talent specs equally balanced, maybe Meta slightly inferior because of the buff it can provide over ToW. However, any difference between them should be well within variability due to RNG and skill, including the 'slightly weaker' Meta. The difficulty is tweaking the numbers just so that Deep Destruction does not far overshoot Affliction and Meta. Crits <35% may be too rare to amount to enough, which is why I first suggested crits at 50%. However, activating on critical hits should allow for what we see with Druid's Nature's Grace - that is, there's no need to weave casts because whether the ability crit or not is determined immediately at the end of the cast. The hybrid specs, FG/Ember and Demo/Conflag would be a tier below the deep talent specs, occupying simulcraft numbers you currently see Deep Dest doing.
Note that this comparison between specs applies to boss fights. FG/Ember would still beat out everything for trash clearing due to Rain of Fire being OP and the amount of buffing it gets through the Felguard and Emberstorm.
