That would be a purely defensive build IMO. It is very intriguing to think a mangle build may very well be viable because of it's cost. It can also cost MORE energy when fighting a rogue or hunter, since you can spam shred till you get a hit because it's not avoidable when it actually hits, while they can dodge/parry your mangles and blow energy that way.
Your build is based on you mostly being in bear, and dealing out burst damage every so often with a quick kitty swap and try for some bleeds.
IMO, if you want to make rip/SR more viable, you need to put points into PI. The added burst from PI is very impressive. With a mangle build, you also blow 2 points in getting 10 expertise, while having a shred build eliminates the need and the fact that shred hits for more means you can kite in and out of range or run thru/shred/run thru/shred/ and stay higher on the damage.
This is my preference. You can always try it and see how it works. IMO, the burst just won't be there. This will be a quick jab/bleed build while tanking in bear.
Is it viable? Sure, yes.
Will it be better than a shred build? I guess that depends on your style of play and how well you can play this build.
