Glyph of Howling Blast is a ranged AoE snare. Definitely at least test that out. And a 0 RP Mindfreeze silence is clutch. What spec are you considering?

Since I leveled from 58 to 80 as UH, I don't know much about pre-80 Frost. However, from what I know playing main and off-spec Frost at 80, a few suggestions about your spec:
1. Since you will be doing bg's and world pvp, you might be able to get away without Virulence since people tend not to cleanse disease as much in that kind of less-organized pvp. Try without it, if you find you need it, respec it.
2. Icy Talons and Improved Icy Talons are mainly dps talents b/c they require high Time-on-Target (ToT), eg being in melee range alot, which is harder in pvp than pve. For pvp, focus on maxing your burst damage - Frost Strike, Icy Touch, Obliterate.
Build suggestions:
With
4/5 Tundra Stalker for max dmg, and 1 extra pt to put wherever you want. (I recommend this one, but listing a few others for curiosity's sake)
With
Toughness for the snare reduction.
With
Killing Machine for a few extra crits.
With
Acclimation for additional spell resist, and 2 extra points you can move around wherever you want.
With Deathchill, I like to macro it to Frost Strike and Howling blast, so it casts everytime it's up:

Don't think it matters, since you'll be applying Icy Touch shortly before or after COI anyway.
Is Tundra Stalker more Important then Killing Machine, I think it is, thoughts?
At lvl 58 I have no idea. If you have 20-25% crit chance at your level, probably Tundra Stalker. Less than 20%, KM might be more useful, especially for unorganized bg and world PvP where you're not getting peeled and have higher ToT. You're gonna have to test those out, or ask someone with a 59 twink DK.

Again, test it. It will only help against higher level players, or against healers that cure disease regularly. If you find yourself playing against those regularly, you may need it. Otherwise, probably safe to skip it.
