not necessarily.. someone in the mage pvp thread said that pvpers have no souls.. so they don't want to help other pvpers... :) i dunno how true that is, so i'll take a crack at helping you out..
first off.. improved scorch and winter's chill don't stack, so take one or the other, but not both.
Ignite is only useful if you're going to be mainly a fire pvper since it only procs from fire spell criticals. and if you're a frost mage, the only fire spell you'd probably use regularly would be fire blast.
if you're going for frost, you'll want to take the 5/5 imp. frostbolt to make the base cast time 2.5s. with as much haste your gear will have when you're lvl 80, that will be brought down a significant amount, and frostbolt will be good to set up your more powerful shatter combos after you've laid a deep freeze on someone.
enduring winter isn't going to be a lot of help to you.. 15 extra seconds for your water ele aren't gong to make the difference in my opinion and the bonus effect of the replenishment from slinging your frostbolts is almost pointless since you won't be throwing them really all THAT much.
You'll probably want to take frost channeling for the extra mana reduction of all your spells.
