1) BcB is 3 pts while Blackice is 5 pts. You have to compare 3v3 not 3v5. So it is BcB vs 6% (not 10%).
2) Saying, omg BcB can proc parry haste is as dumb as saying "Tank should not hit boss at all because he could get parry hasting to a boss".

BlackIce buffs DnD/Necrosis/DeathCoil/UB/SS/CE and Gargoyle (<- i guess it does) with 10% vs a 30% chance on Proc with Physical damage.
So these 5 talents buffs 7 Spells/strikes vs 1 extra uncontrollable melee strike.
See it a 7vs1 ;)
I find it safe to say Blackice > BcB

No, you have it wrong. You need to compare it via % of damage.
White damage should be around 40%, which give 7.5% increase for BcB
If White damage is 40%, rest is 60%. Which give to blackice (3/5 pts) a 3.6% increase.
If you really want to compared 5/5 Blackice, it will be 6%, but then BcB + 2/5 Blackice will give 9.9%. So yeah, BcB > Blackice.
Even with 25% white damage BcB will give a bigger increase.
